The purpose of the Act is to provide for the number of members of Dáil Éireann, for the revision of constituencies and for the number of members to be elected for such constituencies. The Act implements the recommendations in the Constituency Review Report 2023 published by An Coimisiún Toghcháin on 30 August 2023. Under Part 2 of the Electoral Reform Act 2022, An Coimisiún Toghcháin is responsible for, among other matters, the review of Dáil and European Parliament constituencies.
The number of members of Dáil Éireann will be 174 after the dissolution of the Dáil that next occurs following the enactment of this Act . This is the number recommended by the An Coimisiún Toghcháin in its Constituency Review Report 2023. Formerly there were 160 members.
After the dissolution of the Dáil that next occurs following the enactment of this Act the members of Dáil Éireann will represent the 43 constituencies specified in the Schedule. At present, there are 39 constituencies.
The number of members to be returned by each constituency will be as set out in the third column of the Schedule. The Schedule to the Act contains the formal definition of the 43 Dáil constituencies. The Table below sets out, for each constituency, the number of TDs, the 2022 population, the population per TD and the percentage variance from national average representation.1
