The Treaty of Amsterdam provides for procedures for participation of social partners in law making relating to social issues.\u00a0 The Commission is required to consult social partners on measures in relation to social policy.\u00a0 This is to apply before submitting any proposal on the desirability of community action.\u00a0 If after the first consultation, the Commission still considers that community action is advisable, there is to be consultation on the content of the proposal.<\/p>\n
The social partners may give opinions or recommendations on the proposed measures.\u00a0 Alternatively, procedures leading to the conclusion of agreements may be entered instead.\u00a0 Agreements are legally binding once entered.<\/p>\n
Social partners may make their own national organisations responsible for implementation in accordance with the relevant practices and procedures.\u00a0 Social partners implement and monitor the agreement.<\/p>\n\n
